AIDN Lunch Briefing with Air Vice-Marshal Jack Plenty, AM Head, Capability Systems Department of Defence The RPDE Program Air Vice-Marshal Plenty joined the Royal Australian Air Force in 1975. He has undertaken three operational flying tours at No 38 Squadron. He was a member of the RAAF formation aerobatic team, The Roulettes. He has flown 14 aircraft types and has approximately 6,900 flying hours. His staff postings include RAAF Directorate of Personnel, the Defence Intelligence Organisation, and Staff Officer to the Vice Chief of the Defence Force. In 2001 he was promoted to Air Commodore and posted as the Chief of Staff, Headquarters Australian Theatre. In 2004, he was appointment as Director General Headquarters Joint Operations Command Project. The project was established to provide a new Headquarters facility for Joint Operations Command. In 2007 he was posted to RAAF Richmond to take up the appointment of Commander Air Lift Group, commanding all of the RAAF's combat airlift, air to air refueling and VIP transport capabilities. On 28 July 2008, he was promoted to Air Vice-Marshal and returned to Canberra to take up the appointment of Head Capability Systems on 1 August 2008.

IRVING Vice President, Land & Joint Systems Division THALES AUSTRALIA A Defence Industry Perspective Ian Irving was appointed Vice President, Land & Joint Systems Division in March 2008. Ian is responsible for the operation of the Land & Joint Systems Division of Thales within Australia, which encompasses Thales Australia’s capabilities and operations focused on supporting the networked Land Force. AIDN Lunch Briefing with Major General Ian Gordon, AO Peacekeeping in the Middle East today In September 2001, Major General Gordon was promoted to his current rank and posted to East Timor as the Deputy Force Commander in the United Nations Transitional Authority in East Timor. On return to Australia he took up the appointment as Commander, Training Command - Army. He assumed the appointment of Deputy Chief of the Army in May 2004. He was made an Officer of the Order of Australia in 2006 for his distinguished service to the Australian Defence Force in senior command and staff appointments. In December 2006, Major General Gordon was seconded to the United Nations to serve for two years as the Head of Mission of the United Nations Truce Supervision Organisation in Jerusalem. Hon. Kim Beazley Chairman of Ernst & Young Defence Practice and Chancellor-Elect of ANU Kim Beazley, MA, MPhil, was born in Perth in 1948. His father was a Federal Parliamentarian for more than 30 years and was Minister for Education in the Whitlam Government. Kim was educated at Claremont Primary School, Hollywood Senior High School (Perth), the University of Western Australia, and Oxford University. He has Masters degrees in Arts and Philosophy, and is a former lecturer in social and political theory at Murdoch University, Western Australia. In March 1996, Kim became Leader of the Opposition. In the October 1998 Federal election he led the Labour Party to a record result for a first term Opposition - gaining 19 seats and drastically reducing the Howard Government's majority in the House of Representatives. He served in the Federal Parliament from 1980 to 2007. His ministerial career began in 1983 in the first Hawke Government, when he became Minister for Aviation and Minister Assisting the Minister for Defence. He was the youngest member of the ministry. On 13 December 1984, Kim Beazley became the youngest ever Australian Defence Minister. He also served as Special Minister of State from 14 July 1983 until 21 January 1984. On 15 February 1988, Kim Beazley was appointed government leader in the House of Representatives and vice-president of the Executive Council. In April 1990, Kim was appointed Minister for Transport and Communications. He served as Finance Minister from 9-27 December 1991, before becoming Minister for Employment, Education and Training. He was re-appointed to the Finance portfolio in December 1993. On 20 June 1995, Kim Beazley was elected Deputy Prime Minister, a position he held until the election on 2 March 1996. Following the 2001 election Kim resigned as Leader of the Opposition on 22 November, 2001. Kim was also Shadow Minister for Defence before the 2004 Election. Kim was elected Leader of the Opposition unopposed on 28 January 2005. On 4 December 2006, Kim was succeeded as Leader of the Opposition by Kevin Rudd.

He also has a graduate diploma in labour relations and the law. Mr Combet joined the Australian Council of Trade Unions (ACTU) in 1993 and was leader of the ACTU from 1999 to 2007.

AIDN Member's Lunch 29 May 2008 at 12.15 for 12.30 Lieutenant General Peter Leahy, AC Chief of Army In April 1999, Lieutenant General Leahy was appointed Chief of Staff at Headquarters Australian Theatre. Lieutenant General Leahy is a graduate of the Australian Army Command and Staff College, the United States Army Command and General Staff College, the British Higher Command and Staff Course and is a Fellow of the Australian College of Defence and Strategic Studies. On 28th June 2002 he was promoted to Lieutenant General and assumed the appointment of Chief of Army. He has since been awarded the United States Legion of Merit for exceptionally meritorious service as Chief of Army. On 29th June 2005 Lieutenant General Leahy was reappointed as Chief of Army for a further three years. In the 2007 Queen’s Birthday Honours List he was appointed a Companion in the Order of Australia (AC) in recognition of his service in command of the Australian Army and strategic staff appointments.

Michael was appointed as Managing Director of Chemring Australia, a Victorian SME involved in the design, manufacture, supply and support of explosive ordnance for the military and marine markets, in Jan 2006. In his time at Chemring, focus has been on establishing advanced local development and manufacturing capabilities for Defence EO and on the establishment of novel, commercially focussed long term supply agreements with Defence. He moved to Chemring after five year’s at BAE systems Australia, where he was responsible for the Nulka program, Australia’s most successful Defence export program and one of the few US weapons systems projects with a foreign prime contractor. Prior to joining Defence Industry, Michael served with the Australian Army for 22 years, a career which included service with Interfet in East Timor and four appointments within the Defence Materiel Organisation and the Capability Staff.

Duncan Lewis served for more than 30 years as an officer in the Australian Army including three tours with the Special Air Service Regiment. He retired from the Regular Army in 2005 as a Major General commanding Australian Special Forces. For his services as commanding officer of the Special Air Service from 1990-92 he was awarded the Conspicuous Service Cross.
On retiring from the Regular Army Duncan Lewis was appointed to the position of First Assistant Secretary of the National Security Division in the Department of the Prime Minister and Cabinet and in October 2005 was appointed to his current position as Deputy Secretary, Department of the Prime Minister and Cabinet. It is intended the MoU will facilitate: increased sharing of information that may be of mutual interest; and inter-association cooperation on mutually relevant issues and activities. These additional Bushmasters, worth more than $300 million, will be built by Thales Australia at its Bendigo facility. The additional Bushmasters are additional to the Australian Government’s current commitment to purchase 443 Bushmasters. Visit www.thalesgroup.com.au/ TENIX AND L-3 TEAM FOR C-130J THROUGH LIFE SUPPORT Tenix Aerospace and L-3 Integrated Systems Group, a subsidiary of L-3 Communications, have signed a teaming agreement to submit a joint proposal to the Australian government for the Through Life Support (TLS) of the RAAF fleet of C-130J military transport aircraft. L-3 IS’s division, SPAR Aerospace Limited of Edmonton, Canada, will perform the work. The upgrade will utilise L-3’s Herc2020 solution, which offers all aspects of total 2 fleet management and through life in-service support including: engineering; ASIP; integrated logistics support; reliability improvement; optimized aircraft preventative maintenance programs; and modifications. JOHN HOLLAND AVIATION SERVICES RECEIVES TIGER AIRWAYS MAINTENANCE BUSINESS John Holland Aviation Services announced on 9 August that it has signed a memorandum of understanding to maintain Tiger Airways' A320 fleet following the launch of the airline's Australian operations at the end of this year. John Holland Aviation Services will undertake comprehensive line and overnight maintenance on Tiger's new A320 aircraft from the extensive JHAS facilities at Melbourne Airport, with support from JHAS branches in other ports around Australia. www.jhas.com.au THALES AUSTRALIA AWARDS INNOVATION WITHIN Thales Australia has announced the winners of its inaugural Innovation Awards for significant research and development capability across its defence, security and aerospace markets. Joint gold winners were the 25mm dual-purpose ammunition round with tungsten penetrator providing anti-armour and anti-soft skin target capability and the Rifle Input Control (RIC) that attaches to the F88 Austeyr rifle to enable the operation of a range of devices from the one controller. The silver award went to a new Blank Firing Attachment that is able to catch multiple live rounds mistaking loaded without damage to the rifle or firer. The new Trail Boss smokeless powder jointly won the bronze award with the Project ‘Paladin’ fast delivery of ballistic protection solutions to Australian Army engineering vehicles using a novel design acceptance methodology. Courtesy of www.diar.com YTEK SUPPORTS RAAF RENEWAL PROGRAM Melbourne-based YTEK Pty Ltd has been awarded ongoing contracts for the support of RAAF training and cultural renewal. In one of the most important changes to workforce structure since WWII the RAAF has combined the Air Defence, Navigator and Airborne Electronics Officer categories into a single Air Combat Officer (ACO) category. Common ab-initio ACO training is to be conducted at the newly formed School of Aviation Warfare (SAW) at RAAF East Sale. YTEK will support the Aerospace Battle Management (ABM) component of ACO training through adaptation of their ADGESIM product range. ADGESIM is a suite of applications that support battlespace simulation, sensor modelling, and After-Action Review for training and operational evaluation, and was developed jointly by YTEK, DSTO, and the RAAF. In addition to support for SAW, YTEK will work with DSTO to provide the RAAF with tactical and command team ABM training at Regional Operations Centre (ROC) and Combined Air Operations Centre levels. Under commercialisation agreements with the Commonwealth the ADGESIM suite of tools is available for global distribution through YTEK. YTEK is a professional services and software engineering company based in Melbourne. METAL STORM AWARDED US NAVY CONTRACT Metal Storm Incorporated (MSI) has been awarded a sole source contract by the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) for the purchase of a four-barrel 40mm weapons pod and associated spares for testing. NSWCDD’s Platform Integration Division integrates advanced technologies for multi-service customers, including programs of record, rapid prototyping, and operational experimentation. The Metal Storm system capabilities will be tested for suitability and potential for future certification testing and application for deployment. Under the terms of the contract, MSI will deliver one four-barrel 40mm Weapon Pod Assembly, an Electronic Fire Control Unit and three 40mm 4042 Weapon Assemblies. The contract is valued at US$63,864 with delivery to occur on or before 31 October 2007. Courtesy of www.diar.com JOHN GALLACHER APPOINTED AS CEO AWD ALLIANCE Mr John Gallacher has been announced as the Chief Executive Officer of the Air Warfare Destroyer (AWD) Alliance Management Team. Mr Gallacher, the CEO of ASC Shipbuilding, will now be responsible for the team that will deliver the next generation AWD’s to the Royal Australian Navy (RAN). Mr Warren King (DMO) who will continue in his role as Chairman of the Alliance Project Management Board has welcomed the appointment. Mr Gallacher will work closely with all the AWD Alliance Participants to ensure that tomorrow’s Navy has the best equipment to defend Australia and its national interests. Previously, Mr Gallacher was Chief Executive Officer, ASC Shipbuilding and has led the ASC’s surface shipbuilding business since 2004. Mr Gallacher was also the Managing Director of the Australian businesses of the Stork Group, a Netherlands-based technology company. ROLLS ROYCE AUST NEW CEO Rolls-Royce has announced the appointment of Tony Davis as CEO of Rolls-Royce Australia Services Pty Ltd. Tony, who is succeeding Bob Moore, will join the company in September and will take up his new role effective January 2008. He will be based in Sydney. Prior to joining Rolls-Royce, Tony was Director of Operations for the global Saab Systems naval business and the Deputy Managing Director for the Saab Australian operating entity, Saab Systems Pty Ltd based in Adelaide. Bob Moore will be retiring from Rolls-Royce in December after more than 22 years of service. CONTRACT AWARD FOR PLANNING PHASE OF ‘SPOOK CENTRAL’ Bovis Lend Lease (BLL) has been awarded a $3.4m ‘Managing Contractor’ contract to advance the planning phase of the new 40,000m2 central office of the Australian Security Intelligence Organisation (ASIO), and Office of National Assessments (ONA). BLL is to manage the architects and consultant engineers for the new building, which is to be located on Section 49, Parkes (ACT) between Constitution Avenue and Parkes Way. Planning is expected to be completed in mid-2008 for a total estimated project cost which has now grown to $460m, from the $132.6m initially set aside in 2005/06 for the expansion of existing offices at Building R9 at Russell. The decision to fund a completely new building reflects the October 2005 Taylor Review recommendation to increase ASIO staffing to 1,860 by 2010/11. Courtesy of www.diar.com LAND 17 ANYONE? The planned date for the release of the Land 17 Solicitation Documents is likely to be 26 September 2007. On that day the following will be released: • The Invitation to Register for Package A - AFATDS and the BattleManagement System-Fires (Forward Observer); • The Request for Tender for Package B - the Self-Propelled Howitzer; and • The Invitation to Register for Package C - the Lightweight Towed 155mm Howitzer. GAP YEAR FILLING UP Brendan Nelson has encouraged all young people who are considering the ADF Gap Year for 2008 to apply now as places are filling up quickly. The skills they will gain in terms of teamwork, self-discipline, communication and access to emerging technologies will assist them in their future studies and will be valued highly by prospective employers. For those interested, call or text “Gap” to 13 19 01 or visit www.defencejobs.gov.au TRADES TAKE PRIORITY IN DEFENCE RECRUITING Defence will try to boost low recruitment in the technical trades area in the 2007/08 financial year with the establishment of a Technical Trade Candidate Referral Program (CRP). The new tender for the CRP will aim to find a specialist provider or providers to source and screen potential candidates, qualified or unqualified, to specified recruiting priorities and then to refer suitable candidates to Defence Force Recruiting. The CRP will be the first stage of a Defence Apprenticeship Scheme and will give Defence a consistent presence in the employment market and a specialist capacity to access potential candidates 17 years and over, with an interest in an ADF technical trade career. Defence aims to attract up to 100 apprentices in FY 07/08 through the initiative, extending this capacity to 200 candidates per year from FY 08/09. RAAF REDEVELOPMENT PERTH The Government has committed $142.2 million for the redevelopment of RAAF Base Pearce adjacent to the town of Bullsbrook, near Perth in Western Australia. The redevelopment will include a combination of new construction and refurbishment works for engineering services, a fuel farm, aircraft hangars, training and operational facilities, a combined mess, and office and living in accommodation. The project will generate significant employment and business opportunities for small and medium sized enterprises. Subject to Parliamentary clearance, construction worked is expected to commence around late 2007 & early 2008, with completion expected in mid 2011. NAVY GETS NEW A109E HELICOPTER The RAN has leased three AgustaWestland (AW) A109E helicopters from Raytheon Australia for a period of four years. The A109E aircraft will be utilised for a range of activities including, consolidating flying skills, supporting fleet training, search and rescue, medical evacuation and personnel transfers. NEW FACILITIES TO BOOST AUSTRALIAN DEFENCE SCIENCE EFFORT The Parliamentary Secretary to the Minister for Defence, Peter Lindsay, has officially opened the final stage of a $106m redevelopment of the Defence Science and Technology Organisation (DSTO) complex at Fishermens Bend, in Melbourne. The redevelopment effort completes the consolidation of all Melbourne-based Defence research activities following the closure of the DSTO’s Maribrynong site and, said Lindsay, equips the organisation with a series of new state-of-the-art facilities aimed at sustaining the DSTO as “an integral element of the Government’s vision to develop a strong Defence Force underpinned by modern technology and backed by a long tradition of science and innovation. The Government is keen to ensure that DSTO facilities are fully geared to meet the advanced technology needs of Defence.” Courtesy of www.diar.com AUSTRALIAN DEFENCE MEDAL The Australian Defence Medal (ADM) has been established to recognise Australian Defence Force Regular and Reserve personnel who have demonstrated their commitment and contribution to the nation by serving for an initial enlistment period or four years service whichever is the lesser since the end of World War II (3 September 1945) are eligible for the medal. National servicemen may also be eligible for the ADM, as the completion of their National Service obligation will be considered as completion of an initial enlistment period of service. NEW HEAD OF DEFENCE EXPORT UNIT At the Defence+Industry conference it was announced that Mr Terry Whelan will become the new Head of the Defence Export Unit towards the end of September, Terry has formerly held positions as General Manager, Compucat Research Pty Ltd and at Tenix working on the Datagate Project. MUSEUM EUREKA PRIZE TO HONOUR DEFENCE SCIENCE The Defence Science and Technology Organisation (DSTO) has confirmed it will sponsor a new ‘defence science’ category in the Australian Museum ‘Eureka’ prizes - Australia’s most prestigious award scheme set upon recognising outstanding efforts in science, research, leadership, innovation and science communication. The new $10,000 DSTO award will be presented annually from 2008 onwards, and will target outstanding Australian science and technology that assists the nation’s defence and national security, thus filling an important gap in present prize coverage. To further nurture innovation, the Government is promoting a closer working relationship between Defence, academia and the private sector. A key element of this collaboration is to pool the expertise and resources of industry, universities and publicly funded research agencies to develop defence technology that will enhance the capability of the ADF. AIDN is working closely with several consortiums who are bidding for the DFCTC. ‘ABRAMS’ FMS ACQUISITION WINS PROJECT OF THE YEAR AWARD The Australian Institute of Project Management (AIPM) has awarded its Victoria Project Management Achievement Award (PMAA) to the DMO’s project Land 907 team. The $500+m project involved the acquisition of 88 vehicles of four types, seven simulators of two types, 7500 types of spare parts, the development and implementation of 11 training packages, the training of several hundred soldiers from 11 trades, a deployable satellite-based battle management system (albeit without the enabling SATCOMs), the building of facilities in three locations and disposal of existing ‘Leopard I’ tanks. In February 2004, Dr Gumley was appointed the inaugural Chief Executive Officer of the Defence Materiel Organisation (DMO) part of the Australian Department of Defence and responsible for acquiring and sustaining all military equipment. He guided the organisation in its transition to an Australian Government Prescribed Agency on 1 July 2005. In 2006/07 DMO has an annual cash budget of over $8 billion (40% of Defence’s budget and 0.8% of Australia’s GDP) and 6800 staff. Additionally, Dr Gumley is National Armaments Director (Australia). Under a Ministerial Direction, he is accountable to the Minister for Defence for DMO performance.

DEFENCE PROCUREMENT POLICY MANUAL (DPPM) and THE TENDER EVALUATION PROCESS - MARCH 27th 2007
The Defence Department is required to follow a defined set of procurement procedures.
When tendering, Defence follows a suite of tendering and contracting templates for drafting RFT's, ASDEFCON - Australian Defence Contracting, and issues a variety of tender request documents - EOI, ITR, RFT, and SOW.
The first half of the day provides an understanding of Defence purchasing processes and procedures through a study of the industry critical components of the Defence Procurement Policy Manual (DPPM), including a study of the Defence RFT requirements, DMO evaluation criteria and the content and structure of your response.
After lunch, we will conduct a detailed study of the Defence tender evaluation principles and processes. This will include assessment of compliance, assessment of risk and determination of value for money. Finally, we will cover the selection and contract negotiation process
CONTRACT MANAGEMENT AND THE HEALTH CHECK PROCESS - April 16th 2007
Once you have successfully completed the tender process and have been awarded contract you will need to fully understand what is required and expected by Defence in the management of that contract.
The morning session will detail the Defence specific requirements for schedule management, engineering and change proposals, contract change proposals and scope creep. It will also assist you to understand how the design and development process provides the foundation for delivery of superior capability to meet the technical requirements.
The afternoon session provides specific guidelines on how to survive Commonwealth contracts through conflict resolution and contingency planning. Finally, we look at measurement of contract performance through the Project Health Check process, developed by the Defence Materiel Organisation over the past 12 months and the 180 degree scorecard.
MDEX 2007 Defence has decided to facilitate a Team Australia stand at IMDEX 2007. The Royal Australian Navy is strongly committed to supporting this activity through senior officer involvement in the associated international maritime defence conference and the presence of a yet to be nominated major fleet unit. Current fleet activity scheduling also provides for an Armidale Class patrol boat to be in Singapore at the time of IMDEX 2007. Anyone who might be considering exhibiting at IMDEX 2007 but is yet to commit is advised that the opportunity to be part of Team Australia will close very soon.
US Comparative Testing Office The US Comparative Testing Office (CTO) team visiting Victoria during the Avalon Airshow has agreed to participate in a seminar in Melbourne with industry representatives who they may not get the opportunity to meet at Avalon. Subject to there being sufficient industry interest in participation, the seminar will be conducted at the Defence Plaza, 661 Bourke St Melbourne from 10 AM to approximately 1230 PM on Friday 23 March (registration and coffee available from 0930). The format for the seminar will be a presentation on the objectives and implementation of the US Foreign Comparative Testing (FCT) program, an open discussion session and the opportunity for one-on-one meetings with CTO team members representing each of the US armed services. Company representatives wishing to promote products to the US should have a 'quad chart' with them to provide to the team.

NEW HEAVY AIRLIFT CAPABILITY FOR THE ROYAL AUSTRALIAN AIR FORCE
The Australian Government will acquire up to four new Boeing C-17 Globemaster III aircraft and associated equipment to provide the Australian Defence Force (ADF) with a heavy airlift capability. The Government has selected the C-17 by for its ability to meet the needs of the ADF over the next 30 years. This is the only aircraft currently in production which has a proven capability to meet ADF operational commitments, in Australia, the region and globally. The C-17 has four times the carrying capacity of the RAAF C-130 Hercules. The C-17 aircraft has the load capacity and range that will allow the ADF to rapidly deploy troops, combat vehicles, heavy equipment and helicopters. This includes the M1A1 Abrams Tank, as well as Black Hawk, Sea Hawk, and Chinook helicopters. Each C-17 has the capacity to transport five Bushmaster Infantry Vehicles, or three Tiger helicopters. The fleet of up to four aircraft will give Australia a new Responsive Global AirLift (RGA) capability, significantly enhancing the ADF's ability to support national and international operations, and major disaster rescue and relief efforts. As the C-17 aircraft is currently in production, it is possible for the first aircraft to be delivered later this year with the balance of the fleet to be delivered by mid 2008. This will give the ADF the Responsive Global Airlift operating capability it needs within a short time-frame. Acquisition of the C-17 will also provide significant opportunity for our aerospace industry with Boeing proposing an Australian Industry Capability program valued at $345m over the life of the aircraft. This investment of up to $2 billion is in addition to the Howard Government's commitment of $28.5 billion in increased spending on defence capability over the 10-year period to 2010, building on the 2000 White Paper to increase Defence funding by three per cent annually, in real terms, until 2010/11. Codarra Wins Contract For New Joint Headquarters Communications ProjectAgainst strong competition, AIDN-ACT member, Codarra Advanced Systems has won the contract to provide project management and systems engineering services to the Headquarters Joint Operations Command Project (HQJOCP). The contract involves management of the communications and information systems to be installed into the new headquarters, to be located near Bungendore, NSW. The new headquarters is planned to be operational in late 2008. Codarra's Managing Director, Warren Williams, stated "Codarra is extremely pleased to have won this task. We have established a very strong team with extensive experience in the Defence secure systems arena, led by Peter Hill. Network Centric Warfare Roadmap to manage ADF
transition to a seamless Information-age force LTGEN Hurley said that Network Centric Warfare (NCW) is about significantly enhancing the Australian Defence Force's (ADF) warfighting capability. Operations in Afghanistan and Iraq continue to demonstrate the operational benefits to be derived from the enhanced information flows and consequent effects such as agility. "The NCW Roadmap provides the vision by which the ADF will become further network enabled, and operationally more effective. It encompasses the whole of Defence and outlines the key responsibilities for NCW implementation by all NCW stakeholders within Defence. The NCW Roadmap is a dynamic document that provides an overview of the milestones that we view as critical to the realisation of our vision for NCW," LTGEN Hurley said. The NCW Roadmap will provide a framework to align the ADF's NCW capability development and identifies four key actions to set the ADF on the road to becoming a mature NCW force: * Set the NCW related targets and milestones for the ADF; * Establish the Network; * Initiate changes in doctrine, and education and training, and; * Accelerate the process of change and innovation through mechanisms such as RPDE in concert with industry. The NCW Roadmap also provides both industry and the wider defence audience with context of how Defence will implement the concept of Network Centric Warfare. It will alert industry where opportunities for future development exist. "When in its mature state, NCW will improve the integration of the Command and Control, Sensor and Engagement Systems to facilitate enhanced situational awareness, collaboration and offensive potential. Critical to achieving this potential are the networks we establish. The implementation of NCW is about capitalising on technology to be able to do things better. Equally it is understood that the human dimension, the way our troops interact and utilise the information, is just as important in achieving maximum effectiveness. NCW will change the ADF's training, education, organisation and culture. General Dynamics, in partnership with ADI and Tenix, has been selected as
the Phase One Preferred Tenderer for the design, development and
implementation of Defence's future digital communications system, Defence
Minister Robert Hill announced today. Phase One is approved for $97 million, and will focus on the development of the overall systems design and architecture for future procurements of communications equipment for the Land Force. This will provide enhanced Voice and Data communications capabilities and enhanced technology upgrades to equip a digitised Joint Task Force.
"This project is a key component in the delivery of network centric warfare
to the land environment," Senator Hill said. Estimated at up to $800 Million, the project has been broken up into three phases that are currently programmed over the next 10 years. Under this project, equipment will be introduced into service from 2007/2008. "The preferred Prime Systems Integrator, General Dynamics, has significant experience in the design and development of complex communications systems through previous work on similar projects with the Canadian and British Armies," Senator Hill said.
"General Dynamics' involvement in this project will enable the ADF to
leverage this experience to strengthen Australia's systems integration and
communications expertise and further develop this critical capability." As the Prime Systems Integrator, General Dynamics will embed employees from ADI and Tenix into their team to work on the project and support system definition and design, speciality engineering, life cycle cost modelling, and the interface of the new architecture with existing systems. "ADI and Tenix involvement will increase in later stages of the project to include delivery of training and logistics support," Senator Hill said. "This will result in opportunities for Australian industry including, small-to-medium enterprises, to participate in vehicle installations, supply of equipment and through life support activities."UNMANNED TECHNOLOGIES AUSTRALIA TAKES OFF Unmanned Technologies Australia (UTA) recently announced its consortium to develop and commercialise a new unmanned aerial vehicle (UAV). Named Project AIRCOMS, this new UAV program will develop a unique airborne communications and surveillance capability suitable for a wide range of military and civil applications. While nearly 70 Australian aerospace companies have expressed an interest in working with UTA, the initial consortium comprises: • Codarra Advanced Systems • CAE • LSM Advanced Composites • Production Parts, and • Lavender Engineering. Unmanned Technologies Australia has been formed as a result of an initiative by the Department of Industry, Tourism and Resources. In response to a recommendation of the Government’s Aerospace Industry Action Agenda, the industry consortium under the auspices of UTA will develop a UAV to showcase the technologies and capabilities of the Australian aerospace industry. UTA is managed by Mr Warren Williams of Codarra and Mr Liam Mahoney of LSM Advanced Composites and has recently applied for a grant under the Industry Cooperative Innovation Program (ICIP). “The AIRCOMS project has attracted a lot of international attention from the large aerospace companies. The innovation that will come from the AIRCOMS project will be of substantial benefit to international programs in both Europe and the USA and we welcome the involvement of one of the major players - only one major defence and aerospace company will be permitted in the consortium to simplify management of IP issues.” “There is room in the consortium for more Australian participants provided companies are committed to the team work necessary for this sort of collaboration to work.” Unmanned Technologies Australia is currently situated in the Canberra region. It is expected that a facility will eventually be established on a second site which will be collocated with an airport to allow for UAV trials. This contract takes the value of the ESSM business awarded to BAE Systems Australia to over $200 million. “This latest contract highlights the continued export success of the Evolved Sea Sparrow Missile,” said Jim McDowell, Chief Executive Officer for BAE Systems Australia. “The Australian Government’s decision to participate in the collaborative development of the ESSM has not only delivered a world-leading ship self-defence capability but has established Australian Industry as an integral part of the global supply chain for advanced missile systems”. GOVERNMENT APPROVES FIRST STAGE OF AMPHIB SHIPS PROJECT Defence Minister Hill has confirmed 'first' pass approval of Joint Project 2048, which aims to equip the RAN with two new amphibious ships from 2012. Hill said a Request for Tender (RFT) was set for release in the second quarter (April-June) of 2006, whereupon Australian shipbuilders would be invited to tender for either or both of two designs: Navantia's (Spain) 27,000 tonne ship; or Armaris' (France) 'Mistral'-class ship (with additional troop carrying capability) of 22,000 tonnes. According to the Minister, "each ship will preferably have the ability to transport up to 1000 personnel, have six helicopter landing spots and provision for a mix of troop lift and armed reconnaissance helicopters. It will also be able to transport up to 150 vehicles including the new M1A1 'Abrams' tanks and armoured vehicles. For an Australian build, the contract is scheduled to be awarded in early 2007 with the in-service date for the first ship being 2012. The site also includes details of upcoming Team Australia events at international defence related trade shows.CONSTRUCTION ON TRACK FOR NEW 'TIGER' FACILITIES IN DARWIN Construction is ahead of schedule to build new facilities to house a fleet of 17 Tiger armed reconnaissance helicopters (ARH) with the 1st Aviation Regiment in Darwin. The $82 million project involves the construction of new facilities including maintenance, flight line, command, training and accommodation buildings, as well as a helicopter apron and taxiway. The bulk of the construction will be completed by the end of the year to enable elements of the Regiment to relocate to the new facilities in early 2006, prior to the arrival of the Tiger helicopter fleet. UNMANNED VEHICLES OFFER NEW DEFENCE CAPABILITIES Defence Minister Hill has outlined the thrust of research into autonomous vehicles currently being undertaken by the Defence Science and Technology Organisation (DSTO) - with support from Aerosonde, Saab, Nautronix and Tenix - under its Automation of the Battlespace Initiative (ABSI). Hill said trials so far have demonstrated that autonomous vehicles "can work together in cooperative way to complete assigned tasks." Hill added the DSTO was exploring expendable autonomous vehicle concepts "which will be inexpensive to manufacture, and easy to repair (and) in time will carry integrated communications and other capabilities linking them together, and with their controllers." MAJOR BOOST TO THE F/A-18 STRIKE CAPABILITY Northrop Grumman has been chosen as the preferred supplier of a state-of-the-art laser weapon targeting system for Australia's F/A-18 Hornet fighter aircraft as part of a project worth more than $100 million. The target designation systems will improve the detection, identification, precision targeting and damage assessment phases of F/A-18 air support operations. The pods produce an image of the target area on a screen in the cockpit, similar to a black and white television picture. The pilot is then able to use this image to exactly designate the desired target, to maximise accuracy and minimise collateral damage. The aircraft will be better equipped to detect and attack targets by day or night, increasing their operational effectiveness and reducing risk to aircraft and crew. The target designation system includes a laser system, allowing for the employment of precision laser guided bombs. The first squadron is expected to be equipped with the new system by early 2007. MINCOM HEADS DOWN NEW TRACK FOR JOINT PROJECT 2077 (Improved Logistics Information Systems) Brisbane-based Mincom is to immediately commence work on the first stage of JP 2077 with a mission to develop and refine options and costs for the upgrade of ADF's existing logistics system backbone, as part of the progressive delivery of a fully integrated Military Integrated Logistics Information System (MILIS). New contract arrangements follow Mincom and the ADF's conclusion of an agreement on moving to a new software development model that leverages the development of a common global defence industry solution whose software requires little customisation, thus reducing through-life support, costs and risks, and enhances interoperability for all the global defence forces with whom Mincom is currently engaged. The base contract is valued at approximately A$8m (€5m), with options totalling an additional A$7m (€4+m) for additional tower and radar simulators. Six 'Wedgetail' aircraft are being procured under project Air 5077, with the CSIRO developing new techniques for automating the interpretation of combat and surveillance situations, and intelligent ways of providing information to operators that minimise the risk of information overload. The system is also capable of providing feedback to the operators on their performance by interpreting their speech and actions. Courtesy of www.diar.comSAVI PERFORMANCE ON US RFID CONTRACT LEADS TO ADF SUCCESS Savi Technology Australia Pty Ltd., a wholly owned subsidiary of Sunnyvale (California) based radio frequency identification (RFID) supply chain solution provider Savi Technology, has won an initial US$10.1m contract with the ADF to provide a consignment management solution enhanced by RFID technologies. The ADF is looking to improve the real-time visibility and accountability of military supply consignments both in-country, and for joint-force operations in international theatres of operations. Asset management and tracking projects are being advanced under Joint Project 126 and Joint Project 2077. Savi signed-up 14 July Australian-based professional project management services company, Communications Design & Management (CDM), as one of four global regional partners to support its marketing and sales efforts outside of the United States. According to Daryl Kendrick, the Director of Business Development for Australia/NZ for Savi Technology Australia, the company will initially install its solution at about 30 key checkpoint nodes such as transport, distribution and inventory facilities. These installations include fixed readers, which automatically capture the identification of RFID-tagged consignments as they pass through, and with Savi 'SmartChain' site managers providing integrated, location-level software systems to process, manage and integrate the data into the ADF’s network platform. Defence contracted ADI earlier this year to proceed with repairs to the Sydney's ‘hull doubler plates', separate to the FFG Upgrade contract. Otherwise known as project 'Djimindi', the MU90s will deliver new capabilities to counter current and future submarine threats that remain effective in both shallow and deep water, regardless of the countermeasures deployed. The new livery aircraft was officially handed over to Army at a ceremony at 173 Surveillance Squadron facilities at Oakey (Qld) following the completion of modifications at the company's Bankstown (Sydney) maintenance repair and overhaul facility. Hawker Pacific’s Vice President, Avionics and Government Business, Doug Park, says the provision of 'KingAir 350' aircraft to the Army "follows a highly successful nine-year contract for the supply and maintenance of the ADF’s Beechcraft 'KingAir 200' and 'Twin Otter' aircraft. This will run in parallel with the company’s 10 year lease and fleet management contract for eight navigation training aircraft in use by the RAAF as navigator training aircraft, which began in April 2003." The joint project aims to leverage content components between Sharable Content Object Reference Model (SCORM) training modules and S1000D-compliant technical documentation, culminating in a joint demonstration at the 'Advancing 'Advanced Distributed Learning' Through Global Collaboration" conference ( www.adlaustralia.org/aatgc/) in Melbourne on 4 October. Mandated by the US Department of Defense, SCORM has emerged as the industry standard for structured learning and training materials within the defence community, whilst the S1000D is the standard for technical documentation relating to commercial and military equipment. SATELLITE IMAGING GRANT RELEVANT TO CUSTOMS CMS'04 OUTCOME The Federal Government has afforded Major Project Facilitation (MPF) status AstroVision Australia Ltd (51% owned by Horizon Global Ltd), to specifically assist it to deliver a revolutionary new satellite imaging service. From 2008, AstroVision Australia proposed to deliver the first live, high-resolution, true-colour motion imagery of the Earth through a geostationary satellite over the Asia-Pacific region, and providing coverage spanning from the west of India to east of Hawaii, and from the Arctic Circle to Antarctica. Refresh will be at one image per minute in real-time, potentially assisting local and regional weather knowledge, bushfire monitoring, shipping and air traffic. AVA is already discussing possible applications with Defence and emergency services agencies. The project creates 400 construction jobs, more than 100 technical and executive positions, and export revenue of between A$400-500m a year. Designed, developed and manufactured by ADI Limited under project Land 116, the Bushmasters will complement 40 Australian Light Armoured Vehicles (procured via project Land 112), and drawn primarily from 1st Brigade in Darwin. The vehicles provide protection against mortars and small arms ammunition, and have also been designed to deflect the effects of a landmine explosion. The Bushmasters heading for Iraq will also be fitted with enhanced protection against munition fragmentation. TENIX ESTABLISHES NEW PROJECT MANAGEMENT BUSINESS UNIT A new business unit - Tenix Projects – has just been established by the Tenix Group to provide high-level project management services to both the public and private sectors. Company Group MD, Paul Salteri, says he envisages Tenix Projects (headed by Terry McDonald) providing project management, systems support and engineering consultancy services to customers in the government, defence and commercial sectors. The head office for Tenix Projects will be in North Sydney, supported by a team of specialists based in Melbourne. In total, some 25 persons will be employed in the new enterprise.'JORN' NETWORK TO RECEIVE ENGINEERING ENHANCEMENTS RLM Management and the RAAF’s Over the Horizon Radar System Program Office have signed a 22 month Engineering Support Services (ESS) contract (with option years) to undertake future engineering enhancements to the Jindalee Over-the-Horizon Radar Network (JORN). With JORN now having been operational for two years, the new contract tasks RLM with several important JORN system enhancement projects to take the radar system into the next level of radar and network centric operational capability. JORN support activities have been structured as a ‘turnkey’ contract in which RLM Management is contracted to provide ongoing JORN maintenance and support.SYSTEM CONTRACT Raytheon Australia has been selected as the preferred bidder for a major electronic engineering contract in support of the combat system design and maintenance for the Air Warfare Destroyer. Defence Minister Robert Hill said that, subject to final contract negotiations, Raytheon Australia will be awarded the role of Air Warfare Destroyer Project Combat System-System Engineer. As part of the contract, Raytheon will undertake studies for the Commonwealth on Combat System Integration and Risk Reduction. The contract is valued at approximately $15 Million. The work under this contract will help develop a combat system configuration based on the already agreed AEGIS core system - the world's pre-eminent maritime air warfare system.DSTO AND BOEING AUSTRALIA PARTNERSHIP BOOSTS AIR DEFENCES The Defence Science and Technology Organisation (DSTO) and Boeing Australia have signed a 10-year Strategic Research and Development Alliance that will boost Australia’s aerospace defences. The agreement will see the two organisations strengthen ties in research and development in areas of strategic significance to Australia’s defence, including those of military aircraft fleet management and network centric operations. The aim of the alliance will be to harness national assets in both industry and government in order to develop practical, affordable solutions to address the many complex challenges that will face Australia’s aerospace industry and Australia in its defence preparedness over the next decade. DEFENCE HONOURS RADAR AND WEAPONS SYSTEMS SCIENTISTS Two Australian defence scientists have won the prestigious Secretary of Defence's Achievement Award for their outstanding work in surveillance and weapons systems technologies. The Secretary of Defence, Mr Ric Smith, presented the awards to the two researchers, Mr Paul Amey and Dr Owen Williams, from the Defence Science and Technology Organisation (DSTO). Radar scientist Mr Paul Amey received the award for "exceptional contribution in the transitioning of the Jindalee radar capability into the broader Jindalee Operational Radar Network (JORN) system". Dr Williams, an applied physicist, was recognised for outstanding performance in developing tools and techniques for the design and testing of infrared systems and missiles. Dr Williams' work has resulted in a unique airborne signature measurement capability for fast jets and infrared flares in a way previously not possible and still unmatched anywhere in the world. (An infrared signature describes how a target looks in the red infrared light band - similar to the visible properties, which are recorded by a photograph.) FIRST ANNUAL PROGRESS REPORT OF THE IMPLEMENTATION OF THE AEROSPACE INDUSTRY ACTION AGENDA The Joint Steering Committee through its seven working groups has made significant inroads into its undertaking to implement the 16 recommendations of the Aerospace Industry Action Agenda Report. To date, five of the recommendations have been effectively implemented while another six are forecast to be implemented during 2005. The Report was the product of a multi-year investigation into the aerospace industry that developed a vision for the Australian aerospace industry to be achieved through the targeting of impediments to industry growth and opportunities to integrate Australian industry into the global supply chains of major aerospace programs. Implementation of the Action Agenda will strengthen Australia’s competitive position in the global marketplace and create a stronger and more export orientated industry. The Joint Steering Committee is planning to host a series of road shows across Australia in 2005 to promote the goals of the Action Agenda and to allow State and Territory Governments and state-based enterprises the opportunity to contribute at a higher level. The road shows will be designed around the interplay of ideas and will allow participants to directly contribute their ideas and concerns to the Committee members taking part. JOINS PROGRAM TO FENCE-IN PARLIAMENT HOUSE PRECINCT: Canberra-based electronic warfare specialist, N.R., is to supply a version of its Rapid Deployment System to improve the security of the national Parliament. The recent 2004/05 Federal Budget papers confirmed a range of measures were being taken to improve security at Parliament House, including a $13m program to ring the building with a new high security fence by 31 March 2005. As part of the new barrier system, N.R. is to supply geophones buried under the turf, which will detect vibrations caused by footsteps on the Parliament House grounds, whilst ignoring the pecking of birds and temperature induced movements. The new security installation will draw on NR's twenty-nine years of work for Defence in the areas of sensors, signal processing and remote intelligence gathering.

CSIRO Scientist to lead Melbourne Defence Laboratory Defence Business Bidding for Small and Regional Firms The Government announced on 9 March a new tendering process for the Defence Legal panel that will give greater opportunities for small and regional firms to compete for Defence work. This new strategy is designed to give legal firms of all sizes and in all locations a chance to bid for Defence business. Defence will also benefit from being able to evaluate the considerable skills and expertise that small and regional firms have to offer. An Invitation to Register Interest will be released during March and April. The current Defence Legal Panel arrangement will be extended until the end of November. Legal service delivery under the new panel arrangement will span a broad cross-section of legal requirements across Defence, providing opportunities for large, small and regional firms. The legal panel currently provides legal support to Defence, principally in the areas of legal and business advice, representation, contract, project advice, dispute resolution and litigation. CEO Appointed to Defence Materiel Organisation The Commonwealth and CEA Technologies Pty Limited have signed a $6.2M contract for the development of a high powered version of the CEA-FAR Active Phased Array Radar. This new family of scalable radars, called AUSPAR, provides capabilities well beyond those currently available in modern radar systems. Active phased array is a leading edge surveillance technology with relevance to a range of defence and civil radar applications and the ability to meet future operational needs. The program will undertake further development of the radar technology so that it can be used in medium to long range air warfare, and potentially demonstrate its capability for meeting theatre ballistic missile defence requirements. AUSPAR will also boost the company’s export prospects, with CEA having previously sold radar and communications systems into the US, Europe and Asia. "This is a great opportunity for Australian radar technology to leap-frog that available anywhere else in the world" said Managing Director, Peter Croser. "We are proud of our achievements to date, but it’s great that Australian Defence and Government have fully partnered with us for this new and exciting challenge". "This commitment shows that the government is confident of Australian industry’s capabilities to develop world-leading technology".
CEA AWARDED $40M CONTRACT FOR NEW AUSTRALIAN PATROL BOATS CEA Technologies will supply communications and direction finding systems to Australia’s new patrol boats, following contract award worth over $40M with Austal Ships in Henderson, WA. This event paralleled the signing of the principal contracts between Defence Maritime Services (DMS), Austal Ships and the Australian Government to design, build and provide through life support for the new Armidale Class patrol boats. “These CEA systems are already in-service on Australia’s Huon Class Coastal Minehunters and Fremantle Patrol Boats”, said Managing Director Peter Croser, “and follow-on business from a satisfied customer is the best form of accolade.” CEA’s communications system is a key capability of the new patrol boats, integrating the vessels’ secure, non-secure and internal communications systems and enabling the crew to communicate with a wide variety of military, government organisations and civilian craft. The WARRLOCK Direction Finding system aids in search and rescue and locating illegal activities. This program also provides good synergies for other regional programs, such as New Zealand’s Project Protector, by offering common systems between the Australian and New Zealand Defence Forces, in communications, direction finding and surveillance systems. “This contract is a tribute to Australia’s indigenous defence industry”, said CEA President and Entrepreneur of the Year (Technology) winner David Gaul. “The days of government looking abroad to fulfil programs of this scale are well and truly over”.
DEFENCE INTEGRATED LOGISTICS SYSTEM CONTRACT SIGNED The Commonwealth and TenixToll Defence Logistics have signed a contract worth up to $920 million over 10 years for the provision of Defence's national warehousing and distribution services, and the maintenance support of selected land materiel and electronic equipment. The contract was signed at Victoria Barracks in Melbourne by the Commander Joint Logistics, Major General Peter Haddad, and directors of TenixToll, Mr Paul Little and Mr Robert Salteri. At a cost of $920 million the contract represents savings of $40 million against current costs and savings of $250 million against the original baseline for the project. TenixToll has met or exceeded the Government's mandated employment levels in rural and regional locations and has also undertaken to deliver the services from existing Defence sites. The project has allowed Defence to reassign around 500 military personnel to higher priority activities. Public Service personnel that are not employed by the contractor will be re-trained, redeployed or offered redundancy packages in accordance with Government guidelines. Transition to the contractor will occur progressively over approximately 12 months from January 2004 to ensure that support to Defence operations is not affected.
